Since launching its Online Communities in 2019, Global Furry Television (GFTV) have been host to cross-national, cross-cultural and cross-linguistic exchanges between furries from around the world.

And as the world progresses, the community has to face new challenges as they arise.

GFTV have thus massively expanded and refreshed its Community Rules (CR), formerly called the Online Community Regulations (OCR).

First of all, F*** yeah!

Many people aged under 18 are in GFTV Communities. For years, a strict no-swearing rule was thus enforced. This is to avoid trouble with parents.

But the fact is, even such persons swear. For years as a result, the Communities’ environment becomes saturated with swearwords (not explicit) and popularly used replacements.

It is now impossible to enforce the no-swearing rule without awkwardness. The general attitude toward swearing seems to be, you can say them, but not too much that others feel uncomfortable.

Under Section 8 (Other matters) GFTV aligned with that – on the condition that it should not be too excessive, explicit and offensive.

Greater protection against bullying

Bullying has been a longstanding issue in the furry fandom. Dealing with it has not been easy. In the context of the fandom, bullying spreads easily, is very common on online platforms and is hard to enforce.

Under CR Section 5 (Harassment, Bullying and Discrimination), the new expanded rules define what constitutes bullying in line with current legal definitions.

The refreshed CR now deal with bullying a lot more harshly than the previous one. It will now apply to persons both outside and inside the Communities, where relevant, for fairness.

Admins are also given the confirmation to contact relevant authorities for more severe cases where possible.

Dissemination of personal information without permission and rumours are now given a death grip as well, under CR Sections 5 (Harassment, Bullying and Discrimination), 6 (Privacy matters) and 8 (Other matters).

That will make sure GFTV Communities are in line with prevailing laws, plus show that no one is above the law no matter what.

Rights of community members and admins

The refreshed CR also clarifies in public the rights of GFTV Community members and admins, what they can and can’t do and where the limits are put.

For greater transparency, CE Section 11 (Governance of Online Communities) now clarifies exactly what community admins can do, and also introduces an appeal clause.

Members who feel they’re unfairly punished can now be assured there is always a route of appeal – unless the admins revoked that right if the offence considered was too severe.

Greater welfare for Community Members

Under the refreshed GFTV CR, Sections 3, 4 and 7 are expanded and rewritten.

Content control is clearer for Section 3 (Advertisement of content) – explicitly stating what can and cannot be advertised in GFTV Community spaces.

While GFTV Communities do want to create a safe space for everyone, it also recognises its limits.

Section 4 (Venting) now explicitly states for those who are not aware, that unless one is qualified, otherwise, Admins and Members cannot be relied on all the time for mental health assistance.

Where possible, Admins and Members can contact relevant helplines or authorities to help those in need or themselves. For that, a repository of global mental health helplines is also in the rulebook.

GFTV is an information centre for furry fandom news and updates. Where some reports may touch upon politics, the chat can sometimes become too hot with intense political debate.

There are all kinds of people in the world, hence very diverse perspectives. Debates are inevitable, but ground rules must be set to avoid a forest fire out of a tiny stone spark.

Section 7 (Political talk) now explicitly upholds civil dialogue – especially in view of how political talk can turn into an unwanted playground fight.

Greater range of application

The Community Rules (CR) by its name now mean it can apply to communities in general, beyond just online space. Events held under GFTV’s Community Events (CE.) will also be bound to the rulebook.

Notably, a ban from the Online Communities (i.e. Telegram chat, Discord server, QQ chat) will mean the same from its events, and vice versa.

This rule expansion all aims to close up major loopholes created by plain general statements in the CR’s previous version and ensure that GFTV’s Communities remain a safe and wholesome space.

兽视大规模扩展并澄清社区规则

因此,兽视对《兽视社区规则》进行了大规模的扩充和更新。

但事实上,年幼人也会说脏话,一直以来社区里都这样。社区环境中充斥着脏话(非明言)和流行的替代词。

现在,要执行不说脏话的规定也同时避免尴尬是不可能的。人们对脏话的普遍态度似乎是,脏话可以说,但不要过分,以免他人感到不舒服。

第 8 节(其他事项)中,兽视对此观念表示赞同——但条件是讲话不能太过露骨。

针对欺凌行为提供更多保护

欺凌是兽圈中一个长期存在的问题,解决这个问题并非易事。兽圈中欺凌行为容易传播,网络平台上非常普遍,打击霸凌很难执行。

《社区规章》第 5 节(欺凌行为)中,新扩展的规则根据现行法律定义界定了何为欺凌,也对欺凌行为的处理比以前严厉得多。

为了公平起见,它现在适用于社区内外的相关人士。必要时,管理员还可以联系相关部门处理更严重的案件。

未经许可散布个人信息和谣言现在也将受到 第 5 节(欺凌行为)第 6 节(隐私)第 8 节(政治言论)的严厉制裁,以确保兽视社区遵守现行法律,并表明无论如何,没有人可以凌驾于法律之上。

澄清社区成员、管理员的权利

更新后的《社区规章》还公开阐明兽视社区成员和管理员能做什么,不能做什么,以及限制在哪里。

为了提高透明度,规章 第 11 节(社区治理)现在明确了社区管理员可以做什么,并引入了上诉条款。

如果社区成员认为自己被不公平处罚,现在有了上诉的途径——除非管理员认为所犯的罪行过于严重而撤回这一权利。

让社区成员更安心

根据更新的《社区规章》,第 3(放置内容广告)、第 4 (情绪发泄)和第 7 节(政治言论) 得到了扩展和改写。

第 3 节(放置内容广告)的内容控制更加明确,规定了哪些内容可以和不可以在兽视社区空间进行广告宣传。

虽然兽视社区确实希望为每个人创造一个安全的空间,但它也认识到自己的局限性。

第 4 节(情绪发泄)现在为那些不了解情况的人明确指出,除非个人有资格,否则不能一直依赖管理员和社区成员提供心理健康援助。

需要时,管理员、社区成员可以联系相关热线或当局,以帮助自己或需要的人。为此,《社区规章》中提供了全球、中国大陆的心理健康帮助热线信息库。

兽视是兽圈新闻和更新的信息中心。有些报道可能会涉政,因此聊天有时会因激烈的政治辩论而变得过于火热。

世界上的人形形色色,因此观点也千差万别。争执在所难免,但必须制定基本规则,以免星星之火可以燎原。

第 7 节(政治言论)现在明确支持文明对话——尤其是考虑到政治谈话可能会演变成一场不必要的争斗。

适用范围更大

《社区规章》的名称意味着它不仅限于网络空间,但也适用于一般社区。在兽视下举办的活动(社区活动,CE.)也将受规则约束。

值得注意,在在线社区(即 Telegram 聊天、Discord 服务器、QQ 聊天)被封禁的人将意味他们也禁止参加兽视活动,反之亦然。

此次扩充的目的是为了弥补《社区规章》旧版本中简单笼统的表述所造成的重大漏洞,并确保兽视社区始终是一个安全、健康的空间。
