SINGAPORE — On 22 May 2026 (Friday), Global Furry Television (GFTV) has updated its Community Rules (CR) following an extensive review alongside the GFTV Charter (“Charter”) and applicable GFTV Standards (“Standards”).

The CR’s new 2026 edition introduces revised safeguards, governance procedures, and enforcement provisions across all GFTV Online Communities.

Important changes in the Community Rules (2026)

The updated CR reflects operational lessons learnt over the years and aims to ensure that GFTV Communities remain welcoming, fair, orderly, and safe for all individuals regardless of background.

Under Section 2 (Definitions), GFTV expanded the definition of bullying. It now explicitly includes:

  • dogpiling,
  • vigilante justice,
  • coordinated harassment,
  • intimidation,
  • targeted hostility, and
  • attempts to punish individuals outside established procedures under the Charter, Community Rules, or applicable Standards.

The revised definition aims to better address modern forms of online harassment and coordinated social pressure campaigns increasingly seen across online furry communities.

Sections 29 to 32 (Information on offence violation) were also significantly revised.

  • The new CR mandates that allegations, suspicions, rumours, and ongoing investigations must not be treated as confirmed facts before investigations are reasonably concluded.
  • Community members are additionally prohibited from pressuring community administrators (“Admins”), other community members, or the public into taking punitive action during ongoing investigations.

The revised investigative safeguards aim to strengthen fairness, due process, evidence-based handling, and protection against harmful escalation, misinformation, and vigilante justice.

Section 14 (Bullying, Harassment and Discrimination) was expanded.

Under the new Section 14.4, Admins can now take stronger enforcement actions against severe, coordinated, repeated, or high-impact cases involving:

  • vigilante justice, or
  • targeted hostility.

Section 39 was expanded.

With this change, Admins can no longer use their discretion on a case-by-case basis. Their actions and powers are now subject to the Charter, the CR itself and any applicable Standards.

Launch of the new PolicySpot Portal

Alongside the updated Community Rules, GFTV has also launched an updated version of PolicySpot, GFTV’s public policy and governance portal.

The updated interface introduces a cleaner and more lightweight experience designed for improved readability, accessibility, and compatibility across a wider range of devices, including lower-powered smartphones.

On supported browsers, PolicySpot also now supports installation as a Progressive Web App (PWA) for easier mobile access.

The updated PolicySpot interface was developed by GFTV’s Technology and Infrastructure Development Sub-Committee (TIDSC), led by Events Director Augy.

The updated Community Rules and PolicySpot interface take immediate effect upon publication.

国际兽视更新《社区规章》并推出全新《兽视政策点》界面

2026年5月22日（星期五），国际兽视（Global Furry Television，简称 GFTV）在对《国际兽视宪章》（简称《宪章》）以及相关的标准手册（Standards，简称《标准》）进行全面检讨后，正式更新《社区规章》（Community Rules）。

新版《社区规章（2026版）》为所有国际兽视线上社区引入了更新后的保障措施、治理程序，以及执行规定。

重点更新内容

更新后的《社区规章》反映了国际兽视多年来的营运经验与教训，并旨在确保国际兽视社区无论面对任何背景人士，都能继续维持一个友善、公平、有秩序且安全的环境。

在第 2 条（定义）中，国际兽视扩展了“霸凌”（Bullying）的定义。

新版定义如今明确包括：

  • 围攻式骚扰（dogpiling）；
  • 私刑／法外制裁（vigilante justice）；
  • 协调式骚扰；
  • 恐吓；
  • 针对性敌意行为；以及
  • 试图绕过《宪章》、《社区守则》或相关《标准》既有程序，对个人进行惩罚的行为。

修订后的定义旨在更有效应对现代网络环境中，越来越常见的线上骚扰以及协同式社会施压行为。

第 29 至 32 条（违规事件信息）也进行了重大修订。

  • 新版《社区规章》明确规定，在调查合理完成之前，任何指控、怀疑、谣言，以及正在进行中的调查，都不得被视为既定事实。
  • 社区成员也不得在调查期间，向社区管理员（Admins）、其他社区成员或公众施压，要求采取惩罚行动。

更新后的调查保障措施，旨在加强公平性、正当程序、以证据为基础的处理方式，并减少恶意升级、错误资讯，以及私刑行为所带来的伤害。

第 5 章（霸凌、骚扰与歧视）也已扩展。

根据新增的第14.4条，在涉及以下严重、协调式、重复性，或高影响事件时，社区管理员如今可采取更严厉的执行行动来抵抗：

  • 私刑／法外制裁；或
  • 针对性敌意行为。

第 39 条也进行了扩展。

在新规定下，社区管理员不再能够单纯以“个别情况自由裁量”（case-by-case discretion）为依据行事。

所有权限与行动如今都必须受《宪章》、《社区规章》以及相关《标准》约束。

全新《政策点》门户上线

随着新版《社区守则》同步推出，国际兽视也正式发布新版《政策点》（PolicySpot）—— 是兽视的公共政策与治理门户网站。

新版界面采用更简洁、轻量化的设计，以提升可读性、无障碍体验，以及对更多设备的兼容性，包括较低性能的智能手机。

在受支持的浏览器上，《政策点》现也支持以渐进式网页应用（Progressive Web App，PWA）形式安装，方便用户在手机上更轻松访问。
